The RBI Mandates a New Credit Card Bill Payment SystemUnderstanding the Bharat Bill Payment System (BBPS)

Starting July 1, the Reserve Bank of India (RBI) has enforced a new regulation that requires all banks to process credit card bill payments through the Bharat Bill Payment System (BBPS). This initiative aims to tighten regulations and centralize the bill payment process across India.

According to a report by ET, currently, 12 banks are operational on BBPS for credit card bill payments. Major players like HDFC Bank, Axis Bank, Yes Bank, and IDFC First Bank are in various stages of integration. This shift is expected to bring significant changes to how banks and payment apps manage credit card transactions.

Understanding the Bharat Bill Payment System (BBPS)

Developed by the National Payments Corporation of India (NPCI), BBPS is a unified platform designed to facilitate all types of bill payments throughout the country. The RBI’s directive to route all credit card bill payments through BBPS aims to enhance security, reduce fraud, and standardize grievance redressal processes.

By mandating that all credit card bill payments go through BBPS, the RBI aims to elevate the level of security and control over these transactions. Currently, payments through apps are typically settled via Immediate Payment Service (IMPS) or directly with the bank. The new regulation ensures that all such transactions pass through the centralized BBPS network.

For consumers, the transition will be relatively seamless. Currently, consumers can pay their credit card bills through auto-debit facilities, net banking (NEFT or IMPS), or third-party apps. Post-July 1, while the backend processing shifts to BBPS, the front-end consumer experience will remain largely unchanged. Services provided by apps like Cred, Amazon Pay, and PhonePe will continue through their individual payment settlement channels until all banks are live on BBPS.

The real challenge lies with banks that are yet to integrate with BBPS. Once banks like Axis and HDFC go live on BBPS, the backend channels for payment processing will transition. While this shift may present initial integration hurdles for these banks, it is anticipated to streamline and standardize credit card bill payments in the long run.
